Err you also have to have the money. Only 1 club had the money to sign Neymar.
Well obviously there aren't 20 players proven in the PL who have played for relegation threatened teams and been sold for under £50m. However there are plenty of far better, younger players available for £50m. That is enough to buy most clubs in Europe let alone players.
Who of these cheaper options wants to join Everton?
There were a few posts about signing him earlier in the window but it's been a bit quiet of late.

Man Utd were supposedly interested in Neymar, they're a richer club than PSG so technically they should have had the money but they didn't bother bidding for him.
As for better younger players, instead of spouting hot air which is what you're doing why not actually list these players and also tell us how many would want to join us

I don't know - I'm not privy to the ability of Koeman/Walsh to persuade players to join.
Fair. But that's why it's very simplistic to moan about players we want to sign, and moan about fees. There quite possibly is no one of similar quality available for less money, and who wants to join.
Spouting hot air? Mate, it is a discussion forum that is what everyone is doing.
I know how this works. I say a player who has joined a bigger club and you say they wouldn't have joined us.
I say a promising player from abroad and you say they aren't PL proven.
Everything other than me agreeing that Gylfi Sigurdsson is the best buy of all time at £50m and clearly not ridiculously overpriced will not satisfy.
Then get a more persuasive manager/DOF then. If we have that much money to sign a player and this is the best we can do then save the money and use it on building the best scouting network in the world.
Siguurdson is over priced but so would be any other player we enquire about this summer (unless they have an absurd buy out like Sandro).

If you want to continue the discussion you'll list said players instead of just constantly repeating yourself by claiming there's a bunch of younger better cheaper players than Gylfi who would join us
