They didnt change the rules.

There was a discrepancy with an amount Everton assumed would be allowed, but due to Everton not earmarking the cash for the Stadium it wasnt allowed to be added to the Stadium.
 

But why did we not ring fence the stadium money if that was all that was required?

106. The Premier League complains that Everton deliberately misled it about thesource of the funds used for the stadium development. In its FY 2022 PSRsubmission Everton had asserted that the loan to Everton StadiumDevelopment Company Ltd bore financing costs by way of interest andarrangement fees. The Commission has found that that was not the case. ThePremier League asserts that Everton must have known that its assertion wasincorrect, and that that inaccuracy constitutes an aggravating factor, althoughin its closing submissions it made it clear that it was not accusing Everton ofdishonesty. Further, the Premier League complains that Everton failed todisclose the fact that it was in discussion with Rights & Media Funding Ltdto secure a waiver of a breach of the terms of its loan agreement. ThePremier League asserts that Everton must have known of this fact, andtherefore must have consciously decided not to disclose it.
 
Both The Athletic and The Times are reporting that all clubs have to submit their accounts by 31 December.

E48 does start with an 'if...', to be fair. It's probably just about all the clubs anyway because so few are making any profit.
 
Why the 15th January? Why don’t they just tell us now? Honestly if this is what football has become I’m just going to sack it off. Big countdowns to find out who is going to get a points deduction because of financial irregularities. It’s not a sport.
