Clarke makes a solid argument (Rendezvous with Rama) that something sufficiently determined in the same galaxy could make it work, even if we already know most everything there is to know about physics. If we start talking spanning galaxies, things get a little more questionable.

Liu Cixin asks perhaps a more salient question in The Dark Forest. Do they want to? If evolution reliably produces things as paranoid and xenophobic as us, it's probably not a good idea.
