Unless you're privy to the negotiating process for both players it's difficult to say whether they were panic buys. And to group Williams and Bolasie together to make the Williams price seem worse won't work either. He was let's say between 10-12m. For the player he was up until this season, that seemed justifiable.It's on every source.
