Unless you're privy to the negotiating process for both players it's difficult to say whether they were panic buys. And to group Williams and Bolasie together to make the Williams price seem worse won't work either. He was let's say between 10-12m. For the player he was up until this season, that seemed justifiable.
Paying that much for a 33 year old is not justifiable.

Both fees were terrible. Paying for mid table players and that is where it has got us.

He was 32 and has excelled in mid-table in a pretty below average team at Swansea. So midtable is not acceptable but presumably you're happy enough with Gueye?

He is 33 now and we're 14 games into the season.

32 and never got a big move from Swansea before that. There is a reason.

Gueye is in his twenties and was £7M, if he had failed to impress then we would have got some of that dosh back. Williams is £12M quid of ballast.
 
He's a transition player, nothing more nothing less. Only problem for Williams is the ship is made of paper that's been set on fire and is heading towards the edge of a waterfall.
An old and expensive transition player. Not good business. What even is our transfer strategy? Chuck everything at the wall and see what sticks?
