From what I read they are close to Blaise Matuide from PSG

That's going to cost them 30mil+ euros according to reports, that suggest they don't rate Witsel that highly as they appear unwilling to meet the fee we agreed with Zenit.

That's my interpretation but I could be wrong

More to do with Matuidi's agent - Raiola, than anything else.
 


I am not ITK in any way or even vastly qualified to talk about much in the high end football transfer business but it would seem to me that a large part of the problem attracting the players we are now able to buy and pay wages for us that we currently haven't got the added incentive of CL football
That is the goal for many of the higher quality players
What we need is a stronger squad and a better manager and show real intent this season which we now will have come next week
Then the Witsel's and mata's of the world will truly believe in "the Everton revival " for want of a better name

TBH us being so reluctant to (and not having any real need to) sell our best players is probably having an effect as well; it removes the "well, he / I can do well there for a year or two and then go to one of the really big teams" that agents and players could once have considered as a reason to sign for us.
