There's footage where the sound is quite clear. He basically just says he wants an explanation and isn't moving until he gets one.

Improper conduct? Given that there were four officials in the ground and several at Stockley Park without the slightest grasp on the laws of football, I can't see the FA backing down here. Corruption or incompetence leads to the same result.
