My uninformed taeks:
1. suspending players from international leagues isn't a deterrent. Other the the Euros the confed cups are a joke. players from SA/Africa/Asia are all too happy that they wont have to truck home during international breaks. They'll eventually be in the world cup anyway because money can buy goods and services.
2. Germany and maybe France is a little skittish now. There might be unresolved tax issues that create have and have nots in this Stoopid League. They are not 100% sure its gonna work.
3. therefore they want to stay in the domestic leagues until they are sure their super league is viable and leave on their own terms. Don't dock points, relegate them whateve, just kick them out. Sure it will hurt TV revenues, big, in the short term but take the long view. Remember they are leaving your league anyway, its just a matter of when.
4. If TV money is that important, fine, grab Celtic-Rangers, you'll have to pay off the scottish federation/clubs a bit but maybe it will keep some traditional clubs viable. Celtic-Rangers aren't "big money 6" but those 2 would help tremendously, maybe even most of scotland is fine w/ this given the monopoly on titles they have there (I can't say I'm an avid watcher of scottish football so dunno).
