Ukraine gets most of it's gas from Russia courtesy of Gazprom and Vladimir. Ukraine have been told in future they must pay in advance. The current purchase of gas was due to expire in a few days time. Now Ukraine is not exactly awash with millions so there could be some difficulty. All this will come to a head before the matches. So one may not know what state Ukraine may be in by then.

I think the only possibly scenario which will affect the fans is behind closed doors.

Won't get moved to a neutral venue, as it won't be a 'Punishment' as such, as their fans will still be able to go.
