Because they actually have no interest in preventing a similar situation. They had none in stopping the original incident either. The police knew in advance what sort of situation was likely, they made zero preventative measures in advance, they did nothing during (even allowing people to stand on police vans etc.) and did nothing after the event (no arrests whatsoever). They complicity approved of the whole event and looks like they will do the same this weekend. Man City now know that the protection the city of Manchester police give Liverpool whenever they visit is not afforded the other way round.

The RS see this as tradition and a bit of fun. The rest of the world see's intimidation, and vandalism.
