He dived, won a penalty and scored the aforementioned penalty. Gained an advantage by deceiving a match official, should mean a retrospective ban.
I'd like to know the reasoning behind their decision not to punish him.

Just read on Sky Sports that his (Salah) reaction to the incident didn't meet the threshold. Meaning because he dived but didn't scream and shout for a penalty and the ref gave it anyway - puts the onus on the referee's decision to award it and not Salah's decision to dive.
If they don't ban him then that says it all about the favourable bias that they receive. In terms of precedent, it is literally the exact same incident as the Niasse one, minimal contact with the player then simulating that there had been more contact than there was. Of course, Martial dived against us some weeks back and won a penalty, if they didn't ban him then they sure as hell won't ban Salah, especially as he'd miss the Man City game.
They are truly the devil's club.
