Correct.

It's a perfunctory statement by UEFA.

Make no mistake, after seeing massive stadium disturbances in the last 3 finals Liverpool have played in they wont be leaving them much leeway to do the same in the future.

I can see Liverpool *struggling* to get the results they want to get them to the next few season's finals, and thereafter if they get there the system of screening the stadiums from swamping will be in place and working like a top.

Liverpool's blag culture has had its last hurrah.
