Bearing in mind that this was a United team that was in the midst of reaching back to back CL finals, and three PL's in a row...

You look at their team, and it's impossible to see them finishing in the top 5 without officials on their side - I haven't seen them all, of course, but I'm not convinced they'd be in the top half of the table this season without the refs as they are. I'd have to examine footage of various games to get some sort of idea.

is that him bemoaning nobody wants to sign for them with no CL, or is him saying that his 'top' players now want to move to bigger clubs?

I would not be in the least bit surprised. As was pointed out earlier, he has the most blatant and regular propensity of throwing players under buses and allocating blame after a loss. I've never met the man, but the rank smell of self-important douchebag permeates every inch of his being, and I could easily imagine it alienates his players.

Not to mention he often takes all the credit for a win. How many times have you heard him say that it was his tactical change at half-time that won them the game.
