Supposedly Southampton blagged all this on the sly because the RS weren't prepared to go above £50m, and because VVD was only prepared to join the RS Southampton made it all up so the RS would drop out and that then would create a bidding war between Man City and Chelsea.

They know they have been on a tightrope for a while on illegal approaches - they can't afford a transfer embargo - so the humiliating statement of guilt.

They have some sort of sanction hanging over them if penalised again.

Clearly backing off is their tactic here but for me, in this instance an apology is an admission of total guilt.
