I'm going to assume it is because Chelsea are the champions that they get away with it and Liverpool are on the outskirts of champions league. I thought it was that Klopp actually met with Van Dijk and sent him text messages urging him to sign. That's a bit too blatant, for even the FA and Premier League to ignore.
