It’s the defeatist nature of the phrase as well: “it’s only a minority so no point trying to do anything about it”/“there’ll always be some bad apples regardless of what you do”.

Nah mate, I’d quite like to be able to take my little lads to a big game without being in genuine fear for their well-being. Increase police presence, identify offenders through CCTV images and make an absolute example of them, do something to deter these scumbags from doing what they do.

I mean 99% of matches are fine. When I was younger I went to several England games at Wembley and there was no trouble at all. Most home England matches are full of middle class families and kids rather than yobs. Club football is far more sketchy and even that’s pretty timid most of the time.

I don’t get what the “it’s only a minority” argument sets out to prove? Once again we’re seeing disgusting scenes before a football match, people will be injured and property damaged. There’ll undoubtedly be further problems after the match, whatever the result.

UEFA and the FA should condemn this behaviour in the strongest possible terms, but they won’t because it’s “only a minority”.

But would the FA/UEFA condemning them make it stop? I think it's better to treat them like trolls to be honest. Charge them for their crimes but don't give them any attention. Will never happen though!
