IMO not enough technical ability or fight to be regarded as the best player we've had for 30 years. Possibly the best striker though.

He didn't intend anything negative by it imo. He just wants to use him, in the most efficient manner. What he says in his press conference makes sense to me. I always find Lukaku to be more efficient if played with someone next to him btw (sidenote).
