I may be misguided but given our situation, I think for £25m the player should have clear evidence of having delivered goals/assists in their career. Even if it was at a lower level / league.

Clubs all look at potential and how the cost is spread over the contract £25m doesn't get you the top class player, proven player, it once did, but also clubs look at spreading that over the years of the contract. Look at the fees being paid for other players, things have been quiet in the windows the last few years, but unless players contracts are expiring, players rarely go for low money. DCL has half a season left on his contract and we are still talking about £20m for him.
