I saw that, and it is entirely feasible that I have misunderstood the new regs, but would 22 appearances for At. Mineiro and 5 Copa Libertadores and 1 Copa Sudamericana be enough for a permit? It doesn't seem like a lot of apps.

out of how many available games was the % that he played in ?
was he subbed in any of the ones he played in and at what point in the game ?
how far in the cups did they get ?

I can find his appearance stats but have no idea if he was subbed off or not in any of those games. By my reckoning (probably wrong) he only needs to have played 50%of the team's minutes to get to the required number of points.

They got to the semi finals but he didn't play so you can't count those points (click on result of the games for the team line ups)

Not at all - both Ings and Zaha were seen as young players with potential and were signed by bigger clubs as squad players - both flopped and are now top performers at Saints/Palace.

Ings banged 20+ goals last season and is an England regular and Wilf is Palace's best player and starting to add goals to his game which wasnt the case at Utd/his early Palace days.

Neither were anywhere near as consistent years ago imo.

Ings was pretty consistent in the 2 years leading up to his Liverpool move and then he got a career threatening injury. He wasn't going to be very consistent whilst his leg was hanging off. Other than that time he has been a regular goalscorer since he was about 20 years old .
