As far as I'm aware no Premier League team has yet to be sanctioned by the Premier League for exceeding those salary expenditure limits. The actual Premier League document (http://www.premierleague.com/conten...handbooks/premier-league-handbook-2015-16.pdf) doesn't seem to outline the penalties for breaking individual rules.

You are right, I stand corrected.Actually these rules have been in place since 2014. We just really weren't affected by the salary increase part, mostly the avoiding a loss and growing debt part.
The rules first came in 3 years ago mate and limited salary increases to £4m or increases in non broadcasting income. This year that increase is £7 million for each of the 3 years assuming the wage bill is above £67 million (from memory)
Everywhere I'm looking all I see as far as penalties are "Potential penalties include:" without anything outlined explicitly on case by case basis. Surely if you are going to administer these rules and some form of punishment it has to be laid out so that the clubs are aware of what sanctions they can face if they break the rules?
