Yes and no. Moshiri, kenwright, Walsh, brands and every manager have had a say. None of the DoFs have been allowed to take control and overrule.

Tosun and Walcott were to appease allardyce. Koeman was allowed to buy klaasen at the same time kenwright brought Rooney back and we signed siggy. Moshiri bought iwobi etc. Think schneiderlin was a koeman request as he had him at saints as well.


Walsh supposedly suggested haaland and was told no. Brands was overruled on signings as well.

Was he? Or did he come in thinking keeping us up was a great achievement and in his mind likely to bolster his CV?

Not saying either is true, but we simply don't know. Either way, it's obvious how much our disastrous last 5+ years of transfer windows have come back to royally screw us.

Only he and the board will know what he was and was not told with regards to the financial situation, everything else is speculation. But Frank's no dummy, he'll have known full well finances would still be limited (as they'll probably be next year too) and a big name/sale will likely have to be made for the accounts. I find it hard to believe it's a surprising situation for him.
