That's the exact problem - if he was a competent DoF, the manager wouldn't have a say in whether he can 'get on with things'.

…it’s the process that’s the problem, I doubt Brands defines what goes on. Benitez and other Managers will be appointed on the proviso they have the power of veto on transfers.

From what I can see the DoF process at Everton doesn’t work like it does at other clubs. I’m sure he’s bringing some players in, he could even control the transfer envelope but I don’t think his power in respect of transfers is what most supporters think.
