The scouting network will mostly still exist, and we can agree deals in principle, with the manager (whoever that may be) having a veto once he signs. Whether any of the names mentioned are players we are actually interested in though is a different matter.

I wouldnt say its impossible mate, loan agreements tend to have clauses for every eventuality, but i'm just musing about a player i would like rather than antything being concrete about it.
