At the minute we are competing with these teams yes. And granted they will occasionally sign players that improve them immensely (Again Payet). But how long will they stay there for if that's the case? United, City, Chelsea, Spurs, Arsenal don't concern themselves with whoever lesser teams sign. That is they will either take the player if he proves himself or have their own bracket of transfer targets

they could be there a while if the players they sign are right. West ham for arguments sake add a few this summer and they certainly can compete with anyone like last season. Liverpool have a good manager at least, untied spending, stoke will sign one or two decent players etc

Point is, sign the right players and they can certainly improve for a longer staying power than before. We need to be signing players who are planned long term, so 24/25 year olds with potential. go all out and get them now and won't matter who signs who in the mean time.
