Express Sport understands new Toffees boss Ronald Koeman is keen to bring Witsel to the Premier League.
The Belgium international is desperate to leave Zenit St Petersburg but the Russian club are holding out for a £28million fee.
But The Sun claim Everton are starting to look elsewhere as progress slows on Witsel's proposed arrival.
According to the report, Koeman is open to signing 24-year-old Carvalho instead.
The Sporting Lisbon star, who played 32 games for the club last season, helped Portugal beat France to win Euro 2016 in Paris last night.
Koeman's former club Southampton, who have replaced him with Claude Puel, are also said to be eyeing the former Cercle Bruges player.

Carvalho poses with the trophy
Saints have already sold winger Sadio Mane and midfielder Victor Wanyama this summer and so have funds to spend in the transfer market.
But Everton's main rival for Carvalho could be champions Leicester, who are aware of interest from Paris Saint-Germain, Juventus and Real Madrid in N'Golo Kante.
Defensive midfielder Carvalho is reportedly available for £20m - the same fee as 25-year-old Kante's release clause at the Foxes.
