Of course he's not done it for a year, he was injured for most of it, that draw was hardly Fellaini's fault, neither was it entirely Moyes' for not changing it, it's reasonable to expect a premier league centre forward to put the ball in the net more than once, when you have 21 chances.
This is the reaction they are looking for, Felliani needs to mature and not rise to it, that would piss them off more. Instead he lashes out and they've won.
