If that fan says he was simply “rubbing his eyes” and the pictures are “purely coincidental” and nobody around him made a formal complaint, then the police have nothing to go off but his word. They couldn’t make any charge stick. Note that they said “no crime committed” - not that the fan wasn’t guilty or that he didn’t make a racist gesture.

For most looking at that video, it looked pretty damning.

In fairness the police or courts don't pronounce anyone as "innocent." You are either guilty or not guilty.

None of us really know what the guy was doing. But I hope the police have been able to confirm it wasn't what it looked like. They certainly will have more info than any of us.
