It's generally wise to have your best penalty takers take the first pens. I remember Ronaldo wanted to take (the glory pen) last pen for Portugal in a shoot out a few years ago. He never even got to take it, as portugal had lost before it got to the 5th pen.
Ledson probably is our best penalty taker, certainly one of the most confident players. Kenny, whose 4th shot was saved also took the 4th (and winning) penalty for the England team at the Euro finals, he's the skipper and is often tasked with taking penalties. Just one of those things I guess.
