I for one am made up about Moshiri I feel he will learn from his mistakes next year and arise to the task by backing the DOF and Manager (Who may not even be Koeman at that stage) fully.

Just out of interest, what are you made up about? Because if you think he's ever going to be investing much of his own money on transfers then you are sadly mistaken.
 
There is absolutely no requirement for any club to disclose the fee paid for a player. None whatsoever. Most only do it for bragging rights.
No requirement but usually clubs that pay real money and not West end tickets or Tesco coupons will announce it to send a message of intent.

It seems just too stupid to be true, but the silence is deafening at this point. All I can say is if it is true, Moshiri is an idiot.
Do you think the billionaire owner of Everton would give a statement to a sky journalist by text? Or maybe use Everton Facebook, Everton Twitter, Everton Tv, the written press or even one of the multitude of Everton forums that inhabit the internet.
