There’s 4 possible options.

1. It’s actually Usmanov’s decision and Moshiri accidentally revealed that.

2. It’s Kenwright’s decision

3. It’s Thelwell’s decision, not likely considering the meddling that went on with Walsh and Brands, why change with Thelwell.

4. He’s chatting nonsense because he couldn’t care less and just doesn’t want to answer the question.

We can draw our own conclusions.

The final decision is his. He's the one signing the checks. The DOF can only give his/her recommendation.
