I do wonder if the "going concern" stuff in the annual report was in part a little reminder to the PL of the severe consequences of any punishment that might result in relegation. A historically huge club, midway through constructing one of the best stadiums in the country being helped along the road to insolvency by the league's own "sustainability" rules can't really be something they'd relish or intend.

Except if you are going to use legal terminology in context it is not. It’s a bit like saying ruling. A judgment is a ruling but unless you’re North American or using google nobody would use it. It’s a bit like somebody asserting some knowledge on flying and calling a pilot a driver. Gives the impression that they’re talking wham.

Who you to judge what is legal terminology or not? Cause. Short for cause of action. Was something I was clear about from the outset.

To be fair I think he is saying that if the conditions are right then legal recourse is still a theoretical option, but he is not saying we will or that we have a cause of action to commence proceedings.

I take it you have stated this option is not on the table at all because of the PL rules around the commission/arbitration.
Yes. It's not on the table. Until the rulebook processes are ran. And then only then if something has been done within them that generates cause (of action) to do so.
