If the idea of these rules is to stop clubs going under, that would make no sense. So sounds about right...

They do have discretion to act against 'officials' of the club/company that are also bound by Premier League rules

That could including a ban from Bill Kenwright from being an official at any Premier League/EFL club

There has to be issuance of deterence in regulation enforcement, otherwise no one will follow the regulations.

Premier League rules apply as much to these board of directors as anyone.
 

Both the Premier League and EFL P&S rules for demoted PL clubs apply in subsequent seasons whilst 'parachute payments' apply (these apply for three years, after relegation, essentially would be the end of the PL monitoring window)

Newly promoted clubs from EFL and/or to PL also have both sets of rules applying during the relevant 'monitoring windows' for the respective leagues they were in (which was last three years)

That is my understanding from having read both sets of rules

i.e. Everton if relegated could still be penalised by the Premier League referral to independent commission, and that would be undoubtedly taken out of the 'parachute payments' etc etc

Sanctions could be passed to EFL to apply and the rules suggest PL and EFL will cooperate in that situation to apply them and they respect each other's rules and disciplinary processes.

Everton seems to be the only club to ever been put in a position where they could be applied, so far, and if they are I expect them
to apply to the other offenders.

I have said it before, but I expect that the relegation of Everton due to a points deduction will be the trigger for change of the P&S targets. - 'The Premier league can no longer, realistically enforce the rules at those limits and if they do, the future of other PL clubs is at stake. This action is something that we were forced into through Govt. interference with the Fan Led Review'.

It will then be scrapped, or at the very least, the ceiling doubled.

As if the original FFP and sustainability rules weren't anticompetitive enough.

There's no chance clubs can close the commercial revenue gap on the top clubs and come close to what they're able to spend.

Football is dead as a competition.
