Were they punished though?

I think UEFA did punish them, because they broke a UEFA rule (setting up a competition). There's a case still pending in the European Court of Justice: https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:62021CN0333. The so-called top 6, didn't leave the PL, so did nothing wrong.

No point blaming the rules really, even if they don’t fully meet their own aims. There are plenty of clubs with smaller grounds, smaller fanbases, smaller commercial revenue than Everton that have both complied with the rules AND finished higher than us repeatedly. Covid or no Covid.
