It's never actually been stated.
Apparently/ supposedly / rumoured to be something about tax and the stadium build.

Our profitability and sustainability calculation (over 4 financial periods) is a loss of £165 million compared with a maximum permitted of £105 million.

We are over by £60 million and therefore in breach of Premier League profitability and sustainability rules.

While factually correct, that allegedly wasn’t what the case is related to was my understanding.
Several clubs were adversely affected by Covid, our losses standout like a sore thumb, but there was some leeway applied to all for that period iirc.
Thought there was a definitive answer but maybe there never was an official statement on it.
