Is it not for the two tower things? Semi-permanent structures of that size, I'd expect you to need permission for that.

Why do you think people want out of europe, there's probably a ruling on stadium cladding. Can it withstand Texan tornadoes, are their environmental impacts on the local wildlife, can the pigeons rebuild their nests etc etc...
