Tap water will never fully freeze. As it starts to freeze, the microscopic contaminants are forced out of the ice into the remaining water giving tgat part a lower freezing point. You end up with a microscopic amount of water which is super-saturated and doesn't freeze

See videos of people in Russia throwing boiling water off of balconies etc. Also how snow cannons wotk in ski resorts.

....I freeze tap water in one of those little trays to put in my rum.

If I ever woke up in a bush after a night on the ale, I'd consider myself a lucky sod. Unless she proved to be a complete munter.
