What I find odd is that they've allegedly offered Lampard the job, a man bare in mind, that has been through countless rounds of interviews and Crystal Maze challenges to get it, and he is mulling it over... ?

I imagine it is normal to offer a candidate a job after a round of interviews. I also imagine that it is normal for the chosen candidate to consider the offer and decide. It would not apply of course if he had applied for a binman vacancy. What is odd about it?

I'd imagine he wants the job if he has been to three interviews. And I'd imagine he is aware of and has thought about the terms etc. It's odd that it would take a day or two to answer. Most jobs I've been offered like to have an answer straight away. Especially given the time frame we have to get players he may want in etc.

How do they know he's a Tory and would it matter, anyway? Where are the statistics on football success and political views?

Do we know his religion? All these are important if a prospective football manager is to achieve full acceptance by some morons. The majority of normal fans only care about his football management skills not who he votes for.
