There'd be nothing to stop them announcing the numbers and just leaving certain ones free (e.g. 17 is gonna be free anyway considering that Besic has taken 21, same with 2 after Hibbo left - although going into conspiracy mode Williams used to wear 2 at Swansea before moving to 6 ).

Personally think it'll just be a case of the numbers been announced and then any signings taking numbers that are free or become free when/if players are moved on.

Think the release clause was £9m, but there was a reduced fee clause if Villa got relegated.
