Honestly I wouldn't be surprised that this was to save wages.

According to some, it’s more to do with, the timing that TV rights payment/prize money is received, hence if cast strapped and maxed out on any other facility, clubs have to do the equivalent of waiting for ‘pay day’ when the money is received. Not sure when that is though. I’ve looked online and can’t see anything.
