No one likes a mid year window. Because if you have a player playing well, you're going to ask exorbitant fees due to the (very likely) detrimental impact it will have on the season.
Therefore (In my opinion) you have to look the for the diamind in the rough -Arteta, Fernandes etc type signings. So then you have clubs stalling to see if a better offer comes in- unless the original offer is too good to knock back.

But nobody is going to pay £15m for a player who can’t even get into this current Everton team.
