On one hand, you have to take into account that he was literally a child in school when one of the incidents supposedly happened, and who knows, maybe he could get counselling and grow a bit or something. But the other big incident was fairly recent, to where he loses the benefit of the doubt that he has grown out of that type of behaviour.
I couldn't really begrudge a club taking a bit of a punt on a young player, hoping that with age they've accumulated a bit of maturity as they work their way into the lineup, but this would be a signing to stick in the 11 as soon as possible and the club would be paying a large transfer plus wages. Just signing him would be questionable from a PR standpoint, but using the amount of resources necessary to get him with alarm bells sounding this loudly is almost like mortgaging your home and taking all the money straight to a bookie.
