It'd be nice for us to have a backup option in place wouldn't it, so it doesn't take another month to sign someone when he goes to Chelsea?

We probably have I'd imagine. There will be a tier system of targets in my opinion, keep going till we get one of them.
 

Do clubs really get into bidding wars in terms of transfer fees. Surely Chelsea would just bid the same as us then offer the player better terms?
 
Sounds like we have a higher bid and his agent wants Chelsea to match the bid. If this is a straight choice just can't see he will join.
 
According to Koulibaly’s agent Bruno Satin, the player desires to leave the Naples club, citing ‘economic reasons’ as one of the key factors.

"That I know of, he’s not about to renew and the future doesn’t look rosy. The player’s desire is to leave and the signs we’re receiving from Napoli don’t exactly pressure him otherwise."

"We’ve decided to leave for economic reasons. After what happened to Higuain, though, Kalidou will not be leaving for Juventus or another competitor. Chelsea still want him and there’s time to close the deal."

After stating his desire to leave, it is now down to Chelsea and Everton to battle it out for the defenders signature. With Stones set to leave, the club will receive up to £50million in player sales which would generate enough money to seal a deal. Ronald Koeman’s experience as a central defender could be a plus point, though the pull of Antonio Conte’s new look Chelsea could persuade him to make the move to London.

Hmm. Squawka using similar quotes but different wording - they say he mentioned Everton.

Don't know for certain but I would imagine it still goes on particularly if Agents have anything to do with it and have anything to gain in terms of fees.
