Apparently, Fellaini handing in a transfer request will void the sell on fee Standard Liege are due. A transfer request by a player effectively means Everton haven't actively tried to sell him and the player is at fault.

It this is true it's a nice farewell gesture from Fellaini.

That's what annoyed me

I imagine Everton would have been expecting it, and it would have been worse if he had done a Lescott and done it weeks before the deal was concluded. Him leaving it late limits the disruption that is caused by his transfer request.
