I'm not struck on the idea of just having him on loan for a year again, there's a difference between using a player whose parent club don't have any space for him and actually developing their player for them and then just handing them back when they become good.

I'd make an official permanent dea bid, take it or leave it. Lukaku isn't a baby, he's ready to decide where he wants his long-term future to be. Us or Chelsea, not us for another year before going back to them. We need to be planning for our own future, we need to be getting players who'll be around a long while to help us build it.
