He didn't say he didn't want to leave though

Simeone did and that wasn't even a real story yet he still denied it. Silva didn't commit and in fact said it was up to the club's to talk about it. That's not what you say if you have no intention of leaving your club.

Do you know we have 60 players (mainly South Americans) on our books scouted via the famous Pozzo network out on loan to various clubs throughout the world - much like the Chelsea model. Nah mate firm foundations are well in place at Watford.

He legally won't be able to say he wanted to join Everton. He could have uttered the very simple phrase "I am committed to Watford and have no interest in joining Everton" like Simeone did recently (though not as strongly worded). He didn't, in the grown up world of football that means=I am interested in discussing options with them.
