The way I always heard it was George Kirby, native Merseysider and Everton player in the 50s, got the manager's job there circa 1970 and introduced the Z Cars theme to the club in tribute to his One True Love.

The obvious connection to Everton was the programme Z cars filmed in Kirkby but also the tune is from an old Liverpool Irish folk song called Johnny todd

Z Cars was apparently Billy Mcgarrys favourite tune when manager of Watford who he guided to the lofty heights of 3rd in the old 3rd division back in 63/64.
Funny enough he bailed the following season early on when a bigger club came calling , Ipswich , weird.
