I'm not so sure about that. They are always stitched with a very loose tacking stitch, and if they weren't meant to be used, they wouldn't actually put a lining in there.That's because the pockets of a suit jacket generally aren't meant to be used. They are there for aesthetic reasons. You could open them (if they are physically present) up but then you risk stressing the seems and deforming the jacket. If they are present they also aren't calculated to carry bigger things; at most credit cards or such (slim stuff). So to prevent deforming.
More likely they're tacked closed to prevent stuff getting into the pockets during the construction process.
