One factor very much in Vitor's favour is he would likely create a good impression with Bill based on his nationality - for those who are unfamiliar with the Portuguese angle they are a nation who pretty much like Britain/British people, Portugal is our oldest ally so he's likely to be very pro-British (see also Mourinho, AVB etc). Some might say "no love lost between Germany, France etc and Britain" and they'd be right in many regards..
