Even if they did; how can you be a million percent sure that they haven't already made a decision and are waiting on things before announcing it. You can't. You have no idea what is going on behind closed doors, presumption gets you nothing except stupid internet rumours and people pretending to have information, or know somebody that knows something.

If it gets to preseason and announcement hasn't been made then worry and blame everybody

We all knew Moyes' contract was about to end, BUT as he's said himself it was looking like he'd stay until the United job appeared.
Yes they should have had a back up plan, but this is Everton and Bill Kenwright.
