The information is all out there. It was denied due to size of the development and the effect would have on the smaller towns' high streets. It wasn’t going to be just a supermarket. There was going to be large amounts of shopping units along with a Tesco of massive proportions (500,000sq ft of retail space).

Could just be that they're willing to pay the money required to this dodgy loans company. They aren't blocking it as in saying no, just saying they want their money - those terms are just a ridiculously sized payment by the sounds of it. Its possible, if someone's willing to pay for it. What they get out of it is a mystery but its possible
